RESURFACING TO TAKE PLACE OVER FOUR DAYS

FSRA has been informed via St Albans School that Fishpool Street is to be resurfaced during the May half-term holidays, from Tuesday 27 May to Friday 30 May.
This is obviously fantastic news for the long-term look and condition of the street — and something FSRA has campaigned on for years. However, during the period the resurfacing takes place there will be considerable disruption for residents, including the required relocation of cars from the affected parking spaces on scheduled days.
The work is to be phased over the 4 days (a PDF of the schedule of work is attached at the bottom of this page).

ALTERNATIVE PARKING: St Albans School has kindly offered to provide residents with 15 parking spaces within specially marked bays in the Upper Yard on the days they are required to relocate by the resurfacing.
This will be on a first-come, first-served basis. Owners should leave a note with their house number and contact details visible in the windscreen.
The 15 spaces are equivalent to one-third of the available parking spaces. The school points out that the Upper Yard will also be in use for support and maintenance staff, plus contractors. It will also lose use of the Aquis car park for two of those days.
Please note – The Romeland bus bay will also be available for parking throughout the day all through that half-term week.
Letter from contractors, Eurovia
For further information, in italics below is the text of an email received by St Albans School, from the resurfacing contractors, Eurovia:
"Further to our visit on the 10th April regarding the proposed resurfacing of Fishpool Street, St Albans I thought it would be beneficial to provide some further information on the proposed works before the official Information Bulletin and advance signing are distributed 2 weeks before the works commence.
"However, with any surfacing works completed on the roads in the County or across the UK can be very challenging & will cause some disruption, which we always try to keep to a minimum but this short-term disruption to motorists/residents will provide the long-term benefits for all road users of a new surface, which undoubtedly will be worth it.
"The road is being surfaced as a plane & inlay scheme, where the old road surface is removed by the process known as planing - where a large machine with a rotating drum covered in teeth removes the old surface. The new surface material is delivered by insulated lorries & paving machine lays a controlled thickness of the hot material onto the cleaned surface, which can be done in one or two layers, this is then rolled to give the road an even surface.
"We are using large machinery and laying hot material and we do have to close the road for the safety of all vehicles/residents and the work forces. The road is also suitable to be surfaced at the full width of the road, which allows the works to be completed as quickly as possible so we can complete the works quickly to allow the road to be opened as soon as possible and limit the inconvenience to the local residents.
"We’re completing the surfacing from Tuesday 27th May to Friday 30th May, as restricted working from 9.30am -4pm due to the location, so resident/Business can adjust times or make other arrangement for deliveries or other services as the road will be open to all traffic before and after these times and it will be business as usual. There is no restriction to pedestrian access, which is maintained at all times.
"We will always try to assist but sometimes it always going to be a challenge with access at times but please speak to the on-site team on the day who will be able to advise on access as it’s a moving process from end to the other.
"In terms of our proposed phased works plan, please see the attached phase plan, which provide some guidance on how we propose to deliver the works. Also the road will not be closed before 9.30am & we plan to reopen the road before 4.00pm however this may be subject to change should problems arise on the day with breakdowns and / or material deliveries.”
At present, this is all the information FSRA can provide, but we will update you further when possible. In the meantime, please note that Eurovia has stated that "the official Information Bulletin and advance signing will be distributed 2 weeks before the works commence".
